CONTRACT POSITION
ESSENTIAL JOB DUTIES: The following duties are general/common across disciplines within the Project Controls function:
1. Supports preparation of cost/schedule data for proposals or contracts. 2. Supports development of specific project codes of accounts and recommends appropriate modifications and revisions. 3. Participates in developing and presenting training classes on designated subjects and on-the-job training programs.
The following duties are performed with respect to Cost Engineering and Estimating: 1. Assists in developing and implementing requirements for cost recording, reporting, and analyzing standards, programs, and reports. Performs performance monitoring and control functions for specific applications. 2. Supports scope definition requirements for a discipline or other specialty and works with engineering and other sources to coordinate the production of required data to conform with the overall estimate preparation plan. Supports quantity takeoffs for a discipline or specialty using defined scope documents or undefined scope assumptions. Verifies quantities provided by others. 3. Maintains specific budgets in accordance with prescribed standards and procedures. 4. Investigates the requirements for estimating and/or cost control data. 5. Collects and classifies cost engineering data. 6. Supports cost data analysis and development.
The following duties are performed with respect to Scheduling: 1. Identifies scope of schedule activities. Maintains schedule data for work activities within a discipline area or specialty. Statuses milestones to support project schedule. 2. Monitors work sequence and activity durations for a specific discipline or specialty. Maintains interdiscipline constraints or interfaces that define activity sequences. Works with performing organizations and units to coordinate work sequences with total project plan. Applies installation rates to quantity takeoffs and developed quantities within a discipline or other specialty. 3. Maintains quantity release or installation curves for a specific discipline or specialty. maintains quantity logs to ensure total quantities are represented for a particular discipline or specialty. Assists in developing required jobhour expenditure for a specific discipline or specialty. Assists in determining leveling decisions. Performs quantity and manpower resource loading for assigned schedules. 4. Assists discipline or specialty engineers in developing their individual work plans and knowledge of overall discipline requirements. 5. Assists discipline groups in determining what information is required from other disciplines to support schedule activities and how to interface with the assigned discipline or specialty. Provides schedule knowledge on a continuous basis to assist in discipline planning and interfacing with others. 6. Performs schedule maintenance including identifying critical activities and updating functions for specific applications, disciplines, or specialties. Assists in the development of requirements for updating and monitoring the schedule. 7. Prepares schedule study information, as assigned. Maintains quantities, job hours/staffing, and schedule logic for a specific discipline or specialty. 8. Prepares schedule, staffing, and quantity progress and performance reports for assigned disciplines or specialties.
BASIC QUALIFICATIONS:
- Bachelors degree - Demonstrated understanding of the engineering and construction work processes - Working knowledge of MS Excel - Skilled in oral and written communication - Ability to interface with other disciplines, client reps and subcontractors as required - A valid drivers license - The right to work and remain in the United States without sponsorship
PREFERRED QUALIFICATIONS and additional qualifications for Grade 23:
- Bachelors Degree in Engineering, Construction Management or Business Related - 1 year or more experience in telecommunications projects coupled with required project controls, cost, planning, scheduling experience - Familiar with scheduling tools and processes, Site Acquisition, MS Access, and MS Project scheduling software - Demonstrates an understanding of project controls general technical skills with previous project experience - Ability to quickly understand in detail the scope of work required to be performed to the point of being able to develop appropriate schedule and work plans - Ability to produce high quality project reporting and analysis
